Description
Electronic Government Procurement (e-GP) significantly contributes to the economic growth of African Economies (AEs). However, many e-GP projects fail due to a disconnect between the initial design assumptions and real-world conditions. Guided by Hevner's (2004) Design Science Research (DSR) approach, the research is rooted in Information Systems Design Theory (ISDT). The methodology involves a two-layered analysis: descriptive and prescriptive, using abductive reasoning to link real-world conditions with the theoretical insights. The analysis was conducted in three phases: Informing (assessing context readiness), Designing (iterative development), and Explaining (causal reasoning and theoretical contribution). The ASTI framework offers Design and Action Theory centered on institutionalizing design and the design process.
