Abstract

Although the Organization of African Unity adopted a human rights charter in 1981, widespread serious human rights abuses continued. The African Commission on Human and Peoples' Rights established by the charter gathers information and makes recommendations to governments but lacks autonomy and was not given the power to enforce its decisions.
