Introduction

The inaugural edition of the Journal includes articles on federal earmark allocations in Georgia; an analysis of Atlanta Police Department strategies to improve policing through refined crime reporting procedures; the impact of the recession on economic policies adopted by local governments in Georgia’s neighboring state, South Carolina; a case study addressing the need for emergency alert systems in rural Georgia; and a report outlining the most current data on substance abuse in the state.
